In a nutshell, employers have a duty of care to have an appropriate first aid kit in the workplace.  Obviously what is appropriate depends on the individual work place.  The states have various codes of practice.  Codes of practice include lists of recommended items of what may be appropriate.  That is, merely a recommended list of items, and not what is actually appropriate, for any given workplace.
